Learning activity does not automatically create organizational value. Executives need to know whether development investments are closing priority capability gaps, changing workplace performance, and improving business outcomes—not merely generating participation, completion, or satisfaction data.

Executive Observations

  1. Organizational alignment is weakening.
    • The proportion of L&D leaders reporting alignment with organizational and people priorities declined from 77% in 2021 to 67% in 2023.
    • Why this matters: Development investments cannot reliably improve performance when they are disconnected from the capabilities required to execute business priorities.
  2. Learning transfer receives limited attention.
    • Only 8% of surveyed L&D teams prioritized transferring learning into the workplace, while just 50% had a process for assessing impact.
    • Why this matters: Completion data shows that learning occurred; it does not show that employees applied it or produced better results.
  3. Measurement must begin with the performance gap.
    • CIPD’s evidence-based guidance states that effective learning evaluation should be linked to an identified performance gap.
    • Why this matters: Executives can evaluate business contribution only when expected performance outcomes are defined before an intervention begins.
